Even with the upgrades, application and payment issues continue to frustrate applicants. Independent contractors, gig-workers and the self-employed — ineligible for benefits before the pandemic — now qualify under provisions from the first coronavirus stimulus bill.
These workers must use a separate application process. And the two separate systems have proven to be confusing. CDLE has created a separate call center for pandemic-related questions and has held four virtual town halls so far — two in English and two in Spanish — to answer questions on unemployment.
In normal times, if you were laid-off or lost a certain number of hours through no fault of your own, you could qualify for up to 26 weeks of unemployment benefits.
Coloradans who have been forced to stay home to care for children or a vulnerable family member also qualify. You can file for unemployment here. In addition, if you are self-employed, an independent contractor or a gig-worker who has lost income because of the pandemic, you qualify for benefits under Pandemic Unemployment Assistance PUAwhich has a separate system.

CDLE will also take into account whether you live with a vulnerable person. For vulnerable Coloradans or members of their households, there may be no condition under which you can safely return to work.While this number is a good indicator, we suggest you talk to your state's unemployment office for exact eligibility requirements and calculations.
Many self-employed workers, freelancers, and others not covered by regular unemployment are now eligible to receive unemployment benefits under the Pandemic Unemployment Act PUA. Traditionally, the self-employed have not been able to receive unemployment, as they do not pay the government unemployment insurance.
However, in light of the economic situation and shut-downs, the federal government has changed the policy to include the self-employed, freelancers, and gig-workers.
A disappointedly high number of states have yet to set up the systems needed to process new types of unemployment claims. Others are not telling applicants what they need for their claims to be approved or making them jump through other hoops. And good luck getting through to a human to help you!
This level of chaos has created unnecessary confusion and stress for workers just trying to get the benefits they receive. We have a breakdown on how to file for PUA benefits, the amount you can expect to receive, and all the information you need to navigate this challenging process. The amount of benefits you receive depends on both your state and prior earnings. Unemployment takes place at the state level and each state has there own formula for determining unemployment.
You will only receive this supplemental pay until July 31st. You can use our calculator to get a personalized result on the amount of benefits you can expect to receive. Similar to unemployment benefits, each state sets their own cap on how long the unemployed can draw checks. Before the stimulus bill, generous states had a cap of 26 weeks, or 6. Less generous states such as Florida or North Carolina only allotted 12 weeks. The stimulus bill increased the unemployment period by adding 13 weeks to each state's unemployment period, up to 29 weeks.
Some states have developed a separate PUA portal for the self-employed, freelance, and gig workers. However, in most states, you will need to apply for standard unemployment benefits first.
Once you are rejected for standard unemployment, you will be evaluated to see if you meet the criteria for Pandemic Unemployment Assistance. Depending on your state you will either be automatically checked to see if you qualify for PUA or told you may now apply for PUA benefits now that your claim has been rejected.

Regardless of whether your state is paying benefits, you should go ahead and reply to avoid a longer wait. Why are states being so slow to issue PUA benefits?A suspicious uptick in one kind of unemployment benefit is now being actively investigated, after CDLE deemed thousands of claims fraudulent. The claims being examined are Pandemic Unemployment Assistance PUAwhich is a type of benefit meant for gig workers, people who are self-employed, and independent contractors. The cause for the increase could either be a PUA outreach program, or suspected fraud.
CDLE has flagged over 5, claims as suspicious of the approximate 18, filed that week.
The remaining claims being investigated have also had their payment stopped. This one is just so new, and so unfortunately it just lends itself to being susceptible to fraud," said Cher Haavind of CDLE. Haavind said the department has now changed their policy on backdating an application.
Originally, the claims could be backdated to February, but now it can be no more than one week. Haavind also told News5 the fraudsters are using identities stolen from past breaches and using them to file claims, while also targeting the elderly. She reminded everyone CDLE will never directly reach out to an individual and ask for personal information. Meanwhile, at Studio in Pueblo, around half of their staff are independent contractors. One of the owners, Terre Heath, said the PUA money ought to be reserved for those who really need it.
